Veterans Affairs – Department of Defense Outpatient Clinic


CSG provided complete building and fire plan review for this integrated Department of Veterans Affairs and Department of Defense joint health-care clinic, the first in California. This new 146,000 square foot, 3-story structure will serve as a state-of-the-art medical clinic, providing primary and specialty care including subspecialty clinics, audiology, indoor and outdoor physical therapy, occupational therapy, a mental health center, and imaging and laboratory space. This project achieved LEED Gold certification per the LEED for Healthcare 2009 Edition and had a final cost of $80 million.

In addition, CSG provided development review as well as construction management and inspection for all infrastructure, utilities and roadways associated with the Clinic project.

CSG was responsible for processing all entitlements for the Raytheon Retail Project in El Segundo, including Site Plan Review, Conditional Use Permit, and map extensions. The Raytheon Retail site is a 7.31-acre multi-use retail center site on the existing Raytheon Campus within the El Segundo South Campus Specific Plan (ESSCSP). The proposed Project would replace the parking lot formerly used by Raytheon, which is Phase 1 of the ESSCSP. Proposed uses will include: a 29,000 sq ft market; two retail buildings totaling 7,200 sq ft; a 3,000 sq ft bank; 9,000 sq ft of restaurants; 7,300 sq ft of fast food; and a 20,000 sq ft, 2-story, medical building. The proposed site plan also contains 1,275 sq ft of outdoor dining, 386 vehicle parking spaces and 16 bicycle parking spaces.

The Project design incorporates comprehensive features for site layout, building design, architecture, landscape, signage, lighting, and sustainability to create a unique, campus-like setting. The Project includes a Class I bicycle pathway along the North, West and East perimeter and provides pedestrian pathway and bicycle connectivity to the nearby El Segundo Green Line Station.

CSG serves as the acting Integrated Waste Manager for San Benito County and is leading efforts to renegotiate the County’s landfill agreement with the landfill operator as well as manage the diversion, public education, and HHW programs for the three-member Regional Agency (San Benito County, City of Hollister, and City of San Juan Bautista) per state mandates. Other significant ongoing work is focused on: management of an RFP process for franchised collection services; modifying the current Non-Franchise Agreement and Transportation Agreement to better sync with Franchise Agreement provisions including better enforcement of contract provisions; onboarding a new Recycling Coordinator; and contract administration for the landfill agreement and franchise agreement. CSG’s duties include writing staff reports, presenting to local elected bodies, managing budgets, and performing all other staff work in its role as acting IWM staff.

Significant accomplishments to date include: development of a new franchise agreement for the three regional agency members, inclusive of a new fee structure that funds program administration, public education, and niche programs like household hazardous waste; development of landfill action plan to mitigate negative impacts from out-of-county waste shipments into John Smith Road Landfill; expanded public diversion opportunities at John Smith Road Landfill, including free mattress recycling; and redirecting curbside collection yard and wood waste from the landfill to a compost facility for highest and best use to meet pending state mandates.

Planned projects include amending the JPA and Cost Sharing Agreement, rollout of a new Franchise Agreement with high quality programs and services at competitive prices, and completion of landfill negotiations with the operator for an amended Operations Agreement to provide a more sustainable revenue stream and address impacts from out-of-county waste shipments, notably traffic impacts.

CSG has provided contractual code enforcement services for the City of Marina on a continuous basis since 2007. Core services include general code enforcement throughout the City including responding to complaints, supporting the Chief Building Official in dangerous building and housing code inspections, and issuance of administrative citations to respondents who do not comply.

Other services include assisting the Planning Division in investigating zoning complaints and other violations of the Zoning Code, supporting the Engineering Department and Public Works Department in investigating violations of the Public Works Code and supporting the enterprise-funded Airport Department in identifying and responding to violations that occur on airport property.

CSG’s Code Enforcement staff has assisted the City in the development and ongoing implementation of its highly successful massage establishment inspection program. The program includes full administrative enforcement services in combination with the following specialized inspections: initial inspections, annual inspections, compliance inspections, sting operations, after-hour & weekend inspections, and decoy operations. Additionally, staff coordinates the following administrative duties on the City’s behalf: new-business certifications, employee registrations (including credential verification), and issuance of administrative citations. They also initiate revocation hearings and business closures, and provide subsequent coordination with the California Massage Therapy Council for statewide sanctions.

For over 6 years, CSG has provided staff augmentation planning services for the Town of Colma, with CSG’s staff currently serving in the roles of City Planner (Planning Manager) and Assistant Planner. CSG is responsible for overseeing all current and advance planning work for the Town of Colma. This includes processing of planning applications and findings, ensuring CEQA compliance, and working on long range planning initiatives to ensure compliance with regional and state mandates. Notable accomplishments of CSG’s planning staff include completion of the Town’s Climate Action Plan, Local Hazard Mitigation Plan, Economic Development Plan, 2009 Housing Element, and the 2015 Housing Element for the Town. CSG planning staff are currently managing the update to the Town’s General Plan and a Streetscape Master Plan for Serramonte Boulevard and Collins Avenue.

The City of Cupertino selected CSG to perform field inspection, office engineer, and part time resident engineer services for this slope stabilization project. The project entailed stabilization of a failing slope adjacent to a City street and installing drainage improvements. The scope of work involved installation of a retaining wall consisting of 12 soldier pile piers with depths of 35 feet, related horizontal laggings, discharge backdrain pipes, and catch basins with HDPE pipes. Coordination of work to minimize the impacts to the public was one of the major challenges during this project.

The City of Marina selected CSG to perform complete construction management for this highway off-ramp improvement project. The project involved the widening of the northbound off-ramp of State Route 1 to Imjin Parkway. The scope of work included widening Imjin Parkway from the northbound off-ramp terminus to approximately 300-feet east. Construction materials and activities included road excavation and backfill, roadway widening with aggregate base, asphalt concrete pavement and asphalt concrete overlay, installation of one traffic signal at the southbound off-ramp of State Route 1 and Imjin Parkway, storm drain improvements, signing, striping, and other miscellaneous improvements.

CSG provided complete construction management services including a resident engineer, assistant resident engineer, and construction inspection for this complete street project in the City of Marina which received the 2014 Transportation Excellence Award from the Transportation Agency of Monterey County. The Reservation Road Improvement Project was a collaborative effort between the City of Marina, the Monterey Peninsula Regional Parks District (MPRPD), and the Coastal Commission to improve vehicle, pedestrian and bicycle access through this gateway into Central Marina. With a grant from the Monterey Bay Unified Air Pollution Control District and further funding through Public Facility Impact Fees, the $2.4 million project provided two new roundabouts at the Reservation Road intersections with Seaside Circle and Lake Drive. These were the first two modern roundabouts of their kind designed & constructed in the Monterey Peninsula. Along with the two roundabouts, project improvements also included new pedestrian crossings at the roundabout intersections, improved bicycle access throughout the project site, as well as new pedestrian facilities (concrete sidewalk) connecting Central Marina to the Marina Branch Library and Beach Road Shopping Center.

Since 2003, CSG has provided the Town of Hillsborough’s Public Works Department with program and project management services in addition to CIP design and construction management services. Key projects for which CSG’s staff has provided program management support include construction/development of:

  • Water tanks
  • Booster pump stations
  • Water mains
  • SCADA systems
  • Sanitary Sewer rehabilitations
  • Pavement rehabilitations
  • Computerized Asset Maintenance Management Systems

 

Examples of functions performed by CSG’s program management personnel include:

  • Assisting the Director of Public Works with administrative tasks
  • Agenda review, management of Public Works meetings, and assistance at City Council meetings
  • Identification and development of capital projects for inclusion in the CIP
  • Assisting the City Attorney regarding legal issues and litigation matters
  • Reviewing EIRs and other technical documents and handling requests from other agencies
  • Conducting research, analysis and investigation, and providing technical assistance
  • Preparing written reports on Public Works projects, efforts and functions
  • Identifying grant and loan funding opportunities, and developing project scopes
  • Performing necessary tasks for grant administration, reporting and compliance
