Colma Planning Staff Augmentation


For over 6 years, CSG has provided staff augmentation planning services for the Town of Colma, with CSG’s staff currently serving in the roles of City Planner (Planning Manager) and Assistant Planner. CSG is responsible for overseeing all current and advance planning work for the Town of Colma. This includes processing of planning applications and findings, ensuring CEQA compliance, and working on long range planning initiatives to ensure compliance with regional and state mandates. Notable accomplishments of CSG’s planning staff include completion of the Town’s Climate Action Plan, Local Hazard Mitigation Plan, Economic Development Plan, 2009 Housing Element, and the 2015 Housing Element for the Town. CSG planning staff are currently managing the update to the Town’s General Plan and a Streetscape Master Plan for Serramonte Boulevard and Collins Avenue.

Hillside Boulevard, a principal north-south arterial through the Town of Colma, spans approximately 1.5 miles from the Daly City city limit to the South San Francisco city limit. CSG was involved with Phase 1 of the APWA Award-winning Hillside Boulevard Improvements project from the master planning stages (which included study sessions with the various department directors, public meetings, and two presentations to the City Council) to final design and construction. During the master planning stages of the project, CSG conducted traffic studies and effectively communicated with stakeholders, Town staff and City Council to present a design that was both aesthetically pleasing and consistent with the Town’s General Plan and Master Sign Program. CSG worked closely with the Town’s Planning Department to deliver a conceptual design that incorporated all elements of a “complete streets” project, including sidewalks, lighting, and bike lanes. Design elements incorporated sheltered left turns to act as traffic calming measures, additional street parking, continuous bike lanes, a continuous sidewalk where none existed, curb ramps, and bio-retention areas or “rain gardens.” Two traffic signal modifications were completed to match the new layout and bring existing signals up to current standards. The design incorporated a retrofit to all intersections and pedestrian access points throughout the corridor to meet ADA compliance. In addition, the entire length of roadway was rehabilitated by full-depth reconstruction.

CSG provided the Town of Colma with project management and construction management services for its Town Hall Campus Renovation and Expansion project. CSG was actively involved in the project from the planning phase through building plan review and construction completion. The work encompassed management of remodeling the existing c. 1941 building and the creation of an addition to the structure. The addition facilitated 7,000 square feet of new administrative office space and 3,300 square feet of conditioned basement space, which contains record storage, offices, electrical, mechanical and IT rooms. In addition to providing construction management and inspection services, CSG staff assisted with the constructability review, value engineering, RFI’s and submittals, and scheduling and estimating. The construction estimate for this project is $18 million.

CSG performed building plan review, building inspection and land development review for the construction of a Carmax dealership in the Town of Colma. The 20,213 sq. ft. structure includes over 11,000 sq. ft. of sales area, 6,000 sq. ft. of service area, 1,900 sq. ft. of presentation area, and a 936-sq. ft. car wash. The 8.8-acre project site also includes a large bioretention area at the southwest side of the property designed to function as 4 separate bioretention units to treat the stormwater runoff from the impervious areas onsite.
